Trouble Below

It began as rumor: the idle chatter of slaves occasionally touching on odd sounds heard late at night in the Underhall and other lower corridors of the Tether. Soon, rumor turned to concern as items began to go missing: tools, basic supplies, food, even some weapons. Repeated searches found nothing suspicious, but the problems seemed to only increase.
Deeper investigation soon uncovered the source of the incursions, if not the perpetrators: deep beneath the Tether lie ancient caves and tunnels, thought to be natural. Some were used during the earliest days of the establishment, but a natural disaster collapsed many and left the rest entirely sealed off. These hidden tunnels were soon forgotten - but someone or something has found them. Guards have discovered breaches in the lowest sewers of the Tether, breaches leading to these long-forgotten tunnels. The breaches lead from the tunnels -in-, not from the Tether -out-...but there is no evidence of magic, heavy equipment, or anything else.
While the matter was a concern to Tether administration, it was not a high priority - though an exploratory mission was put in the planning stages. Unfortunately, things have changed: multiple slaves have gone missing, with trails of blood leading to new breaches in the walls. The matter is now a top priority.
Guard Jacob Cross has been tasked with putting together a party and plunging into these forgotten, pitch-black tunnels. Deciding it to be strategically unwise to risk a large number of Tether Guards in such an endeavor, he has instead opened an invitation to the denizens of the Tether. No information is available as to just what lurks down there, but the mission is simple: track down the source of this problem and put an end to it.
