There is a note attached from Emperor.

This slave is a run away. I tasked the girl to bring dirty dishes to the kitchen. Knowing she is new to her slavery I had her watched carefully by a Tether guard. Somehow she gave the guard the slip and ran off. I tasked myself with the responsibility of finding her. Located her in the jungle being attacked by a native naga. I was able to save the girl. I had placed her in hobbles, had her visit the infirmary for any injuries and replaced her in the pens.

My suggestion is that the hobbles should remain on until she learns to behave like a slave and until one can trust she will not run off again.

This scroll is signed with a crimson wax seal, red dragon, and golden Chinese lettering for nine.
